Empty response when using EMS endpoints

The https://ems-mgmt.coinapi.io/v1/endpoints endpoint returns an empty response in cases where there are no accounts defined. This is the reason why endpoints are not returned, as the EMS service cannot be rendered without any associated accounts. If the list is empty, it indicates the absence of defined accounts.
